Chris Chaplin is a Senior Community Loan Officer at True Access Capital in Wilmington, Delaware. He serves a market area that includes Delaware, Chester, and Philadelphia counties in Delaware and Pennsylvania.

He is Jamaica’s Honorary Consul in Philadelphia. His appointment by the Government of Jamaica through the Ministry of Foreign Affairs and Foreign Trade became effective on April 2, 2019. In 2023, he was elected President of the Consular Corps Association of Philadelphia, the oldest consular association in the United States serving members from 85 countries. He served two terms in office from January 2023 to December 2024.

He is a Commissioner on the Mayor’s Commission on African and Caribbean Immigrant Affairs for the City of Philadelphia and a Member of the Board of Philadelphia 250, an independent non-profit organization formed to organize Philadelphia’s celebration of the United States’ 250th year of Independence.

Mr. Chaplin is the Founder of the Canada Hall Scholarship Fund and is the Founding President of the St. George’s College Old Boys Association of The Northeast. He is also a founder of Caribbean Gives!, a fund aimed at helping undocumented Caribbean domestic violence victims in the Philadelphia metropolitan area.

He earned a BSc. in Industrial Engineering from the University of the West Indies, St. Augustine, Trinidad, and an MBA from George Washington University in Washington, D.C.
