G. Christopher Fullman is the New Markets Opportunities Program Director at True Access Capital (TAC) and the CEO & Principal Consultant of Integrating Business & Community (IBC), a Delaware-based consulting firm specializing in marketing, business development, public relations, and strategy. He also owns BASE, an incubator for creative entrepreneurs and home of Renaissance Arts & Media Group (R.A.M.G.), a studio that has served Delaware’s creative community for over a decade.

As the New Markets Program Director at TAC, Chris manages the New Markets Opportunities Program, providing technical support, coaching, and resources to help minority-owned and underrepresented small businesses secure government, corporate, and private-sector contracts. He educates program participants on supplier diversity programs, certification processes, and procurement strategies, while also helping them build strategic partnerships with orgainzations like the Small Business Administration, Delaware’s Office of Supplier Diversity, Apex Accelerators, and the Eastern Minority Supplier Development Council. He also oversees social media strategy to enhance program visibility and engagement.

With over 10 years of experience, Chris has been a key advocate for Delaware’s creative economy and small business growth. He has worked with organizations like Barclays, the U.S. Census Bureau, SBDC, and True Access Capital, leading initiatives to connect with underrepresented communities. His work through his compaines has directly supported over 600 Delaware-based artists and facilitated over 9,000 hours of free or low-cost creative space through R.A.M.G., helping grow 300+ creative microbusinesses led by women and people of color.

A FAMU Business School graduate and Kappa Alpha Psi member, Chris continues to drive investments, policy discussions, and business development efforts that strengthen Delaware’s economic and creative landscape.
